MINOR
The bill was amended to transition from a House version (HD1) to a Senate version (SD1), updating the author's name and internal tracking numbers. The most significant substantive change is the correction of the effective date from the placeholder year 3000 to 2026, ensuring the law will actually take effect in the near future. Other changes involve minor formatting adjustments and rephrasing of text regarding the appropriation of funds for bond defeasement.
Scope change
The bill's scope remains focused on the defeasement of tax-exempt bonds for state facilities, but the timeline for implementation has been corrected from an impossible future date to the current fiscal year.
TIMELINE
The effective date was changed from July 1, 3000, to July 1, 2026, making the law operative in the near term.
TECHNICAL
The bill title and author information were updated to reflect the Senate version, changing the author from Emma Berman to Jill M. Tsuchitori and Ainoa Naniole.
Internal tracking numbers and revision identifiers were updated to match the Senate version of the document.
