MINOR
This revision updates the bill's metadata to reflect its status as the second Senate version (SD2) rather than the first, changing the lead sponsor from Fredrick Akau to Noah Holck and adjusting associated dates and line numbers. The substantive policy language regarding foster care standards and Medicaid waivers remains unchanged, with only minor formatting corrections to text spacing.
Scope change
The bill's scope and applicability remain unchanged; this is a procedural update to the bill's versioning and sponsorship information.
TECHNICAL

Updated the bill identifier from Senate Draft 1 to Senate Draft 2 and changed the lead sponsor name from Fredrick Akau to Noah Holck.

Adjusted internal tracking numbers, dates, and line counts to match the new version of the document.
