The exemption from Chapter 102 was changed to apply to all concessions within the stadium facility, removing the previous condition that they must be under the jurisdiction of the stadium authority.
New language allows the stadium authority to lease naming rights for the stadium facility or any portion of it to public or private entities.
New provisions allow specific advertising on scoreboards and stadium exteriors for the University of Hawaii and the stadium authority, including the name of the entity that leased naming rights.
Revenues from advertising or marketing are now required to be deposited into the stadium development special fund if derived from subsection (b), which covers naming rights.
A new section was added to HRS 445-112 listing 19 specific exceptions where outdoor advertising devices, billboards, and signs are permitted.
The effective date of the Act was changed from July 1, 3000, to July 1, 2050.
