MODERATE
The bill was revised to update the author and metadata, clarify the transfer deadline for University of Hawaii assets to the Mauna Kea Stewardship and Oversight Authority to July 1, 2030, and modify the trigger for repealing the Authority if it fails to meet its timelines. The revision also updates the bill's summary to reflect these new conditions and technical adjustments.
Scope change
The bill's scope regarding asset transfer and potential repeal conditions was expanded to include a specific 2030 deadline and a broader trigger for failure to meet timelines.
TIMELINE

Added a specific deadline of July 1, 2030, for transferring all University of Hawaii assets related to Mauna Kea to the stewardship authority.

ENFORCEMENT

Changed the condition for repealing the Mauna Kea Stewardship and Oversight Authority to trigger if the specified timelines are not met, rather than solely based on an auditor's finding of incomplete transfer.

TECHNICAL

Updated the bill's summary text to accurately reflect the new 2030 transfer deadline and the revised repeal conditions.

Corrected formatting and spacing in the legislative text, including section headers and statutory references.
