MODERATE
The bill was revised to change the bill type from House Draft to Senate Draft, updating associated metadata and dates. The core policy language regarding the establishment of a biological aquatic risk framework and biocontainment standards for importing aquatic livestock remains substantively the same, though minor phrasing adjustments were made to clarify the division of animal industry's authority. The effective date of the act was significantly delayed from the placeholder year 3000 to 2050, and the report title was updated to reflect 'Appropriations' (plural) instead of 'Appropriation'.
Scope change
The scope of the bill's substantive policy requirements did not change; it continues to authorize the creation of a risk-based framework for importing aquatic livestock. The only scope-related change is the procedural shift from a House draft to a Senate draft.
TIMELINE

The effective date of the Act was changed from July 1, 3000, to July 1, 2050.

TECHNICAL

The bill title and metadata were updated to reflect its status as a Senate Draft (SD1) instead of a House Draft (HD1), including changes to author names and revision numbers.

The report summary was updated to use the plural 'Appropriations' instead of 'Appropriation'.

REQUIREMENT

Minor phrasing adjustments were made to clarify that the division of animal industry 'shall have the authority' to adopt rules rather than just 'may' adopt them.
