What changed between versions
The program changed from a two-year pilot to a permanent special fund that does not automatically expire in 2027.
The administering agency changed from the Office of Wellness and Resilience to the Department of Health.
The fund now explicitly includes appropriations, gifts, donations, grants, and interest earned as sources of money.
New definitions were added for 'compassionate use' and 'United States Food and Drug Administration breakthrough therapies'.
Reporting requirements were updated to require annual reports to the legislature starting with the 2026 session, rather than just for 2026 and 2027.
The Department of Health is now required to adopt rules pursuant to Chapter 91, whereas the previous version allowed the office to adopt rules without regard to that chapter.
The effective date of the Act was changed from July 1, 3000, to December 31, 2050.
