ENCOURAGING THE UNITED STATES NAVY TO TAKE RESPONSIBILITY FOR THE ERADICATION OF OCTOCORAL AND OTHER INVASIVE SPECIES FROM THE WATERS OF PEARL HARBOR, INCLUDING WEST LOCH, MIDDLE LOCH, AND EAST LOCH.
