MINOR
This bill version updates the legislative header to reflect the second House District (HD2) and corrects a specific geographic reference in the findings section, changing 'Rib town' to 'Hilo town' to accurately describe the area's location. The substantive policy content, including the establishment of the Banyan Drive-Makaokū Community Development District, the creation of a special fund, the composition of the governing authority, and the appropriated funding amounts, remains identical to the previous version.
Scope change
The scope of the bill remains unchanged; it continues to establish a new community development district in Hilo and amend the Hawaii Community Development Authority. The only substantive text change is a geographic correction in the 'findings' section.
DEFINITION
Corrected a geographic reference in Section 1 from 'Rib town' to 'Hilo town' to accurately describe the strategic location of the district.
TECHNICAL
Updated the document header metadata to reflect the bill version as 'HB2616 HD2' instead of 'HB2616 HD1'.
