Removed the immediate requirement for the Office of Enterprise Technology Services to purchase and develop specific data tools, platforms, and AI capabilities.
Deleted the $4.25 million appropriation for building the hub, hiring permanent staff (project manager, data architect, etc.), and purchasing computing/storage capacity.
Added a temporary 'Hawaii Benefits Hub Working Group' with a fixed lifespan ending on June 30, 2028, to develop a plan rather than execute the project.
Changed the Chief Information Officer's duties from managing the hub directly to collaborating on the working group's development and implementation plan.
