MODERATE
This bill revision shifts the timeline for tax relief on groceries and nonprescription drugs, moving the prohibition of county surcharges to January 1, 2027, and the full state tax exemption to January 1, 2028. It also changes the effective date of the entire act from July 1, 2026, to July 1, 3000, likely as a placeholder or error. The text was also updated to correct grammatical errors and clarify that federal data does not separate resident and tourist food purchases.
Scope change
The scope of the bill remains focused on taxing groceries and nonprescription drugs, but the specific dates for when exemptions and surcharge prohibitions take effect have been altered.
TIMELINE

The prohibition on county surcharges for groceries and nonprescription drugs is now set to begin on January 1, 2027, instead of January 1, 2028.

The full general excise tax exemption on the wholesale sale of groceries and nonprescription drugs is now scheduled to begin on January 1, 2028, instead of January 1, 2027.

The effective date of the Act was changed from July 1, 2026, to July 1, 3000.

TECHNICAL

Minor grammatical corrections were made, such as changing 'data show' to 'data does not show' and adjusting the phrasing regarding food insecurity statistics.
