MODERATE
The bill was amended to change the effective date from immediate approval to July 1, 3000, and to clarify the board's responsibilities and composition. The changes include updating the board's duties to use active language, expanding the list of invited community participants, and swapping the order of county representatives for Maui and Hawaii while adding 'agency' to the definition of county oversight. These modifications aim to refine the board's operational structure and delay its implementation significantly.
Scope change
The bill's scope regarding county representation was modified by reordering the Maui and Hawaii county representatives and broadening the definition of county oversight to include 'agency' in addition to 'department'.
TIMELINE

The effective date of the Act was changed from upon approval to July 1, 3000.

REQUIREMENT

The board's duties were rewritten to use active voice and clarify that the board shall develop recommendations rather than just 'the recommendation'.

The list of invited community participants was expanded to explicitly include 'citizens' alongside agencies and organizations.

SCOPE

The order of county representatives was swapped, placing Maui before Hawaii, and the definition of county oversight was updated to include 'agency'.

TECHNICAL

Minor formatting and phrasing adjustments were made throughout the text, such as changing 'veteran cemeteries board' to 'veterans cemeteries board' for consistency.
