MODERATE
This bill updates Hawaii's tax collection statute of limitations across multiple tax chapters, standardizing suspension rules for taxpayers who leave the state or face court proceedings. It also adds a new section for conveyance taxes and clarifies fraud exceptions to the limitation period.
Scope change
The bill expands the scope to include conveyance taxes (previously missing) and applies uniform collection limitation rules to income, excise, license, surcharge, and conveyance taxes.
TIMELINE

Added a new Section 6 establishing a 3-year statute of limitations for conveyance taxes, previously not explicitly covered in the bill.

ENFORCEMENT

Modified suspension rules for taxpayers leaving the state to clarify that the limitation period extends if the taxpayer returns before the 6-month absence period ends.

Added an explicit exception allowing unlimited assessment for false or fraudulent certificates filed with intent to evade tax.

DEFINITION

Modified Section 243-14 to clarify that license tax overpayments are credited within the same 3-year period as assessments.
