RELATING TO CHANGES TO RESPONSIBILITIES OF THE DEPARTMENT OF HEALTH CONCERNING PATIENTS, THE COUNTY OF KALAWAO, AND THE KALAUPAPA SETTLEMENT.

Establishes the Kalaupapa State Historical Area to preserve the settlement's historical, cultural, and environmental significance.

Repeals most existing statutes in Chapter 326 that govern patient care, employment, pensions, and county governance.

Requires the Department of Health to include Ka Ohana O Kalaupapa and a topside Molokai community organization in the transition planning team for transferring powers and duties.

Mandates that Kalawao County cease to exist as an independent county and become part of Maui County.

Requires the Department of Health to track patient expenses separately from non-patient costs and submit annual reports on Kalaupapa operations.

Sets the effective date for most provisions to December 31, 2050, or one year after the last patient resident passes, whichever comes first.
