MODERATE
This bill revision updates the text formatting and numbering of SB 1009, changing the bill number from S.D. 1 to S.D. 2. The substantive policy content regarding parking fines for disabled spaces and electric vehicle spaces remains the same, though some bracketed editorial marks were cleaned up and the bill's effective date section was retained.
Scope change
No substantive change to the bill's scope or applicability; this appears to be a version update from the first Senate reading (SD1) to the second Senate reading (SD2).
TECHNICAL

Bill version number updated from S.D. 1 to S.D. 2 to reflect progression through Senate readings.

Removed metadata headers and footer information (document paths, timestamps, page numbers) that were present in the first version but not needed in the final bill text.

Cleaned up bracketed editorial marks and inconsistent formatting in the statutory text, particularly in Sections 2 and 3 regarding fine amounts and penalty language.

Updated the description section at the end to reflect the new version number (SD2) while keeping the substantive policy description unchanged.
