AUTHORIZING THE ISSUANCE OF A TWENTY-FIVE YEAR TERM, NON- EXCLUSIVE EASEMENT COVERING A PORTION OF STATE SUBMERGED LANDS AT LAIE, KOOLAULOA, OAHU, FOR A ROCK REVETMENT THAT INCLUDES STAIRS, AND FOR USE, REPAIR, AND MAINTENANCE OF THE IMPROVEMENTS CONSTRUCTED THEREON.

HCR 7 authorizes a 25-year non-exclusive easement for Western Community Crossroads, LC, to use, repair, and maintain a rock revetment with stairs on 710 square feet of state submerged lands at Laie, Koolauloa, Oahu (Tax Map Key: 5-5-002:032). The easement resolves a historical encroachment dating to the revetment’s construction in the early 1960s, prior to current shoreline regulations. The property owner will pay the state’s fair market value for the easement via independent appraisal. This resolution follows prior approval by the Board of Land and Natural Resources and requires monthly rent during the easement process.
