MINOR
This bill modifies the procurement debriefing process by clarifying when a procurement officer can disclose competing offeror information. The substantive policy change is minimal as the core requirements remain the same, but the effective date was changed from July 1, 3000 to January 1, 2491, which appears to be a clerical error. The bill also includes metadata changes from the House version to the Senate version format.
Scope change
No substantive change to the bill's scope or applicability; the core procurement rules remain identical between versions.
TIMELINE
Effective date changed from July 1, 3000 to January 1, 2491, likely a clerical error in the Senate version.
TECHNICAL
Document metadata and formatting changed from House version to Senate version template.
Minor text formatting differences in the debriefing disclosure language, but substantive meaning remains unchanged.
