MINOR
The bill text was reformatted and reorganized from a standard legislative format into a document containing metadata headers, file information, and embedded text with special character encoding issues. The core policy content regarding general excise tax reductions on groceries and nonprescription drugs appears to remain substantively the same, though some formatting inconsistencies and encoding artifacts were introduced.
TECHNICAL

Text encoding issues introduced with non-standard characters (e.g., ) appearing throughout the policy text sections.
