MINOR
HB 47 HD2 is a revised version of HB 47 HD1 that primarily corrects formatting errors, removes extraneous metadata from the original file, and adds a new provision to preserve existing import permits. The substantive policy content regarding aquaculture regulations, definitions, and funding remains largely the same, but the new Section 5 ensures that valid import permits approved before the Act's effective date will remain in force, preventing disruption to ongoing operations.
Scope change
The bill's scope remains focused on aquaculture regulation, but it now includes a specific exemption for existing permit holders to maintain their current approvals, ensuring continuity for businesses with pre-existing permits.
REQUIREMENT

Added a provision in Section 5 requiring that aquatic animal import permits valid on the effective date of the Act, which were vetted and approved by the plant and animal committee and board of agriculture, shall remain in force and be carried over to the division of animal industry.

TECHNICAL

Removed extraneous file metadata, page numbers, and formatting artifacts from the original document to produce a clean legislative text.

Corrected minor formatting inconsistencies in section numbering and text alignment between HD1 and HD2 versions.
