Creates a separate bargaining unit (16) for City and County of Honolulu Emergency Services Department employees. Recategorizes City and County of Honolulu Emergency Services Department employees from bargaining unit (10) into bargaining unit (16). Takes effect 1/1/2050. (SD1)
