Rep. Spencer Frye

A RESOLUTION urging Governor Brian P. Kemp to immediately release funds withheld through executive budget disregards issued against House Bill 974, the Fiscal Year 2027 General Appropriations Act; affirming the exclusive constitutional authority of the General Assembly over the appropriation of public funds; recognizing the bipartisan effort of House and Senate leadership in crafting a balanced budget; urging the Governor to honor the will of the legislature; and for other purposes.

A RESOLUTION proposing an amendment to the Constitution so as to provide for the creation and establishment of an independent redistricting commission; to provide for certain duties of the Supreme Court of Georgia with regard to redistricting; to provide for severability; to provide for certain notices with regard to amendments to certain provisions of the Constitution; to provide that the number of members of each house of the Georgia General Assembly shall be fixed by general law under certain conditions; to provide for related matters; to provide for submission of this amendment for ratification or rejection; and for other purposes.

A BILL to be entitled an Act to amend an Act to grant to residents of Clarke County and the Clarke County School District, upon their homesteads, an exemption of $10,000.00 from certain ad valorem taxes levied by the Unified Government of Athens-Clarke County, Georgia, and levied by, for, or on behalf of the Clarke County School District, approved April 13, 1992 (Ga. L. 1992, p. 6241), as amended, particularly by an Act approved April 18, 2022 (Ga. L. 2022, p. 5504), so as to revise how the income cap is calculated related to the low-income base year assessed value homestead exemption from certain ad valorem taxes levied by the Unified Government of Athens-Clarke County for unified government purposes; to provide for related matters; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Part 1 of Article 2 of Chapter 5 of Title 48 of the Official Code of Georgia Annotated, relating to tax exemptions, so as to provide for level 1 freeport exemptions for certain goods in inventory for electric utilities; to provide for application for such exemptions; to provide for related matters; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Title 48 of the Official Code of Georgia Annotated, relating to revenue and taxation, so as to repeal and reserve an income tax credit for business enterprises for leased motor vehicles; to exempt from sales and use taxation property used in construction, renovation, and rehabilitation of affordable housing by nonprofit organizations; to repeal sales and use tax exemptions for certain admissions to view film or videotapes and the sale of certain machinery and equipment used to improve air quality; to provide for related matters; to repeal conflicting laws; and for other purposes.

A RESOLUTION recognizing and commending the ODYSSEY Media Group, the iliad Literary-Art Magazine, and David A. Ragsdale for over 23 years of journalistic excellence, student creativity, and outstanding service to the people of Athens, Georgia, and beyond; and for other purposes.

A BILL to be entitled an Act to amend Part 1 of Article 1 of Chapter 8 of Title 48 of the Official Code of Georgia Annotated, relating to general provisions relative to state sales and use tax, so as to exempt from state and local sales and use taxation materials used in construction, renovation, and rehabilitation of affordable housing by purely public charities; to provide for requirements; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Article 5 of Chapter 3 of Title 8 of the Official Code of Georgia Annotated, relating to housing trust fund for the homeless, so as to establish a homelessness prevention program; to provide for an application process and minimum standards; to provide for the use of certain funds; to provide for disbursements; to require contracts and assurances; to provide for definitions; to provide for related matters; to repeal conflicting laws; and for other purposes.

A RESOLUTION applying to the United States Congress to call a convention under Article V of the Constitution of the United States limited to proposing amendments to the Constitution of the United States to limit the influence of money in political elections and on government officials; and for other purposes.

A BILL to be entitled an Act to amend Chapter 66 of Title 36 of the Official Code of Georgia Annotated, relating to zoning procedures as pertaining to counties and municipal corporations, so as to provide that zoning decisions shall not affect or be required for certain residential dwellings of 400 square feet or fewer; to provide for construction; to repeal conflicting laws; and for other purposes.
