Walker, Carlos Rico; recognize

This resolution honors rapper Carlos Rico Walker (known as Shawty Lo) for his musical contributions to Atlanta's culture, particularly his work with the group D4L and his role as "King of Bankhead." It formally recognizes his legacy as a local artist who represented Atlanta's community and influenced hip-hop, ahead of what would have been his 49th birthday on March 22, 2025.
