MODERATE
The bill was amended to change the committee offering the substitute from Technology and Infrastructure Innovation to Rules, and significantly redefined key terms to broaden applicability. The definition of 'hostile foreign country' was expanded from a fixed list of four countries to any country designated by the U.S. Secretary of Commerce, and a new definition for 'hostile foreign principal' was added. Registration requirements for agents of hostile foreign principals were also modified to clarify filing obligations.
Scope change
The bill's scope was broadened by replacing specific country names with a dynamic designation system based on U.S. Commerce Department determinations, allowing the law to apply to any country the U.S. government identifies as a foreign adversary.
DEFINITION
Changed 'hostile foreign country' from a fixed list of four countries (North Korea, Iran, China, Russia) to any country designated by the U.S. Secretary of Commerce as a foreign adversary.
Added a new definition for 'hostile foreign principal' to clarify who is subject to the registration requirements.
REQUIREMENT
Modified registration requirements for agents of hostile foreign principals to clarify and expand filing obligations with the commission.
TECHNICAL
Changed the House committee offering the substitute from Technology and Infrastructure Innovation to Rules.
