Changed the vacancy threshold from 'more than 26 months remaining' to 'during the first 21 months of the term' for triggering special elections.

Changed the vacancy threshold from '26 months or fewer remaining' to 'during the last 27 months of the term' for judicial appointment of temporary replacements.

Added new requirement that special elections must allow sufficient time between calling and holding the election to comply with applicable law, with provisions to delay to the next available election date if needed.
