Changed eligible recipients from 'critical access hospitals' to 'affected rural hospitals', defined as acute care hospitals in rural counties with fewer than 100 beds operating during a state of emergency declared after July 1, 2024.

Added new definitions for 'affected rural hospital' and 'rural county', including a specific population threshold of less than 50,000 and an exclusion for military base populations.

Added a new Section 3 establishing that the Act becomes effective upon Governor approval or without approval, and added an effective date provision in the summary.

Updated the purpose language to explicitly state that funding is for ensuring continuity of operation during a state of emergency, and expanded generator provisions to include 'acquiring, installing, or both acquiring and installing'.
