Simplified the list of prohibited program conditions from six detailed categories (including specific no-contact periods and threat types) to four broader categories.

Removed the specific requirement that no-contact periods must be 90 days or more, replacing it with a general prohibition on any no-contact periods.

Removed the detailed list of prohibited threats (physical force, coercion, verbal abuse, isolation) and replaced it with a single catch-all provision about circumstances placing child safety at risk.

Added a new definition for 'family reunification or unification treatments, programs, or services' in Section 3, clarifying what types of programs are covered.
