Health; Requiring the Social Services Estimating Conference to develop certain official information relating to the pilot program for individuals with developmental disabilities; authorizing the Department of Children and Families, as authorized by and consistent with appropriated funding, to contract with a specified organization to provide grief support services to help certain children and youth; revising the monthly room and board rates the department is required to pay to certain foster parents and caregivers; renaming the Step into Success Workforce Education and Internship Pilot Program as the Step into Success Workforce Education and Internship Program, etc.
Farm Equipment; Authorizing a consumer to report farm equipment that is defective and does not conform to specified warranties to the manufacturer or its authorized service agent during a specified timeframe to allow the manufacturer or its authorized agent to conform such farm equipment to such warranty; requiring the manufacturer or its authorized agent to make such repairs to conform the farm equipment to the warranty upon receipt of such report, etc.
Evidence in Civil Actions Relating to Firearms; Providing that the absence of certain mechanisms or features may not be used as evidence of a defective product design, negligence, a duty to warn, strict liability, or evidence to support similar claims, etc.
Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.
Motor Vehicle Manufacturers, Importers, and Distributors and Franchised Motor Vehicle Dealers; Authorizing licensees to reject the succession to interest in a franchise agreement of a motor vehicle dealer under certain circumstances; prohibiting a licensee from distributing more than a specified percentage of a specified number of motor vehicles of a particular line-make during a certain period to one motor vehicle dealer or dealers that share common ownership or control; authorizing a licensee to reject a sale, transfer, alienation, or other disposition of a franchise agreement or an equity interest in a motor vehicle dealer under certain circumstances, etc.
Motor Vehicles; Requiring the Department of Highway Safety and Motor Vehicles to establish and maintain a secure online license and registration portal for verifying, recording, and processing the seizure or confiscation of license plates; providing that a disabled veteran may retain a certain license plate designation upon reissuance, renewal, or transfer of the plate; prohibiting a person from manufacturing, selling, offering for sale, or affixing to any registration license plate certain covers, films, or overlays that obscure or alter the registration license plate in a specified manner, etc.
Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000
Fees for Department of Highway Safety and Motor Vehicles Services; Providing that an expedited service fee, less a specified charge, is retained by the tax collector under certain circumstances; providing that a specified percentage of certain fees imposed on motor vehicle registration transactions are retained by the tax collector or other authorized agent of the department rather than deposited into the Highway Safety Operating Trust Fund; providing that a processing fee for specialty license plate requests is retained by the tax collector, less a specified charge, rather than deposited into the Highway Safety Operating Trust Fund; providing that certain fees relating to specified symbols exhibited on identification cards and driver licenses, respectively, are retained by the tax collector, less a specified charge, rather than deposited into the Highway Safety Operating Trust Fund, etc.
Ambulatory Surgical Centers; Specifying requirements for issuance, denial, suspension, and revocation of ambulatory surgical center licenses; requiring each licensed facility to maintain and provide upon request records of all inspection reports pertaining to that facility; prohibiting any person from paying or receiving a commission, bonus, kickback, or rebate or engaging in any split-fee arrangement for referring a patient to a licensed facility; prohibiting a licensed facility from denying, for a specified reason, the applications of certain licensed health care practitioners for staff membership and clinical privileges; requiring licensed facilities to provide for peer review of certain physicians and develop procedures to conduct such reviews, etc.
