Stormwater Management Systems; Directs water management districts, with DEP oversight, to adopt rules for standards relating to new development & redevelopment projects; directs DEP to incorporate such rules for district use; directs DEP & districts to amend such rules into applicant's handbook; provides rebuttable presumption relating to water quality standards for certain systems; revises requirements for construction of certain systems; requires specified staff training; directs DEP & districts to initiate rulemaking.

Meetings and Rec./Prescription Drug Affordability Commission Trade Secrets; Exempts from public meeting requirements specified portions of meetings of Prescription Drug Affordability Commission; exempts from public records requirements specified records, transcripts, & information; requires commission to establish certain parameters; provides for future legislative review & repeal of exemptions; provides statements of public necessity.
Specialty License Plates; Directs DHSMV to develop Solar Power license plate; provides for distribution & use of fees collected from sale of plates.
Clean Energy; Authorizes public customers to use specified mechanisms to generate electricity using renewable energy generating systems; requires third party sellers to comply with certain safety and disclosure requirements; authorizes public customer to aggregate its electricity consumption for net metering; requires utilities to adopt programs offering renewable energy tariffs for non-residential customers; requires utilities to supply all or part of non-residential customers' electricity needs with renewable energy; authorizes non-residential customers to aggregate electricity requirements; specifies that sales of certain electricity are not retail sales.
Cardiac Screening for Newborns; Requires postpartum evaluation & followup care provided by birth centers to include cardiac screening of newborns; requires certain hospitals to provide postpartum evaluation that includes cardiovascular screening of newborns.
Health Care Regulations; Establishes Prescription Drug Affordability Commission to review prescription drug costs & inform public; provides for determination of prescription drug rates; prohibits insurers & HMOs from declining to offer coverage under individual, group, blanket, franchise health insurance, & small employer policies to certain groups, employers, & individuals; prohibits such insurers from imposing preexisting condition exclusions & from establishing differentials in premium rates based on preexisting conditions; provides factors on which premium rates under individual, franchise, & small employer policies must be based.
