Transportation Facility Designations; Designates 98 Points of Light Way in Miami-Dade County; directs DOT to erect suitable markers.

Grandparent Visitation Rights; Creates presumption for maternal or paternal grandparent or stepgrandparent visitation of child; provides burden for overcoming such presumption.

Regulation of Smoking by Counties and Municipalities; Authorizing counties and municipalities to further restrict smoking within the boundaries of public beaches and public parks under certain circumstances; providing an exception, etc.

Guardianship Data Transparency; Requiring the Florida Clerks of Court Operations Corporation and the clerks of court to establish a statewide database of guardianship data; requiring the Office of Public and Professional Guardians to share certain data; requiring the corporation to compile and report certain data to the Office of Program Policy Analysis and Government Accountability (OPPAGA) at specified intervals; prohibiting the Department of Elderly Affairs from populating the profiles with certain information, etc. APPROPRIATION: $2,740,000

Florida Bright Futures Scholarship Program Student Service Requirements; Authorizes student's service requirements for award under Florida Bright Futures Scholarship Program to be paid rather than volunteer; authorizes, rather than requiring, student to identify specified interest or develop plan for his or her service requirements.

Environmental Management; Provides for water quality enhancement areas & permits, water quality enhancement service areas, & enhancement credits; directs DEP & water management districts to authorize sale & use of enhancement credits for specified purposes; directs DEP to maintain specified ledgers; revises requirements for developers & homebuilders to qualify for graywater technology incentives; requires to modify specified rules.

Pharmacies and Pharmacy Benefit Managers; Revises entities conducting pharmacy audits to which certain requirements & restrictions apply; authorizes audited pharmacies to appeal certain findings; provides that health insurers & HMOs that transfer certain payment obligation to pharmacy benefit managers remain responsible for specified violations; provides penalty for failure to register as pharmacy benefit managers.

Cleanup of Perfluoroalkyl and Polyfluoroalkyl Substances; Requires DEP to adopt statewide rules for cleanup target levels for perfluoroalkyl & polyfluoroalkyl substances in drinking water, groundwater, & soil under specified condition; requires legislative ratification of such rules; provides circumstances under which certain governmental entities & water suppliers are not subject to certain actions; provides for tolling of certain statutes of limitations.

Educational Opportunities for Disabled Veterans; Provides that disabled veterans receiving certain federal educational assistance benefits are eligible to receive waiver for tuition & fees at certain institutions; provides calculation for waiver amount; requires amount awarded by state to be contingent on application of specified federal benefits; requires institutions to submit annual report to Board of Governors & State Board of Education; requires boards to adopt regulations & rules.

Human Trafficking; Providing the Statewide Council on Human Trafficking with an additional duty; deleting an obsolete provision; requiring the direct-support organization of the Statewide Council on Human Trafficking to develop certain training for firesafety inspectors; providing that such training is eligible for continuing education credits; requiring foster parents and agency staff to complete preservice and inservice training related to human trafficking, etc.
