Kissimmee Hill Street Drainage Project; Provides an appropriation for the Kissimmee Hill Street Drainage Project. APPROPRIATION: $600,000

Community Development Districts; Requires community development districts to obtain a just valuation of property before acquiring any property that includes land or is permanently affixed to land.

Public School Instructional Personnel Employment Contracts; Revises requirements for award of annual contract to instructional personnel; provides for award of retention contract.

Community Development Districts; Authorizes certain entities to petition court to dissolve community development district with outstanding financial obligations or operating or maintenance responsibilities; provides procedures to be used by court in appointing receivers; specifies court authorities in issuing orders concerning duties of receiver.

Homeowners' Association Recalls; Revises process for recalling director of homeowners' association; requires specified percentage of certain parcel owners to initiate recall petition or special meeting to recall director; requires board of directors to duly notice & hold referendum within specified time.

Nonbinding Arbitration Fees; Requires certain fees to be paid to DBPR; provides for prevailing party in nonbinding arbitration to recover certain costs & fees.

Homeowners' Associations Dispute Resolution; Requires nonbinding arbitration in certain homeowners' association disputes; authorizes parties to initiate judicial proceeding; provides procedures for certain homeowners' association disputes which do not require nonbinding arbitration.
