Energy Resources; Allows resiliency facilities in local government comprehensive plans & specified districts; requires rural electric coops & municipal electric utilities to enter into mutual aid agreement for restoring power after natural disaster; requires public utilities to provide notice to PSC of power plant retirements; authorizes PSC to approve voluntary electric vehicle charging programs; prohibits construction, operation, or expansion of certain wind energy facilities & wind turbines; requires PSC to conduct assessment of state's electric grid & natural gas facilities against physical & cyber threats; requires PSC to evaluate feasibility of using advanced nuclear power technologies; requires DOT to study hydrogen fueling infrastructure to support hydrogen-powered vehicles.
Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.
Acupuncture; Revises criteria for person to become licensed to practice acupuncture; requires education programs for licensure renewals to be approved by Board of Acupuncture; revises continuing professional education requirements; authorizes person to practice acupuncture without license.
Health Care Patient Protection; Requires hospital emergency departments to develop & implement policies and procedures, conduct training, record weights in certain manner, designate pediatric emergency care coordinator, & conduct specified assessments; requires each hospital emergency department to submit specified report to AHCA; requires AHCA to adopt rules for comprehensive emergency management plans, & in consultation with Florida Emergency Medical Services for Children State Partnership Program, establish minimum standards for pediatric patient care in hospital emergency departments.
Wind Energy Facility Siting; Prohibits construction, operation, or expansion of wind energy facilities & offshore wind energy facilities in state; authorizes injunctive relief; requires DEP to adopt rules.
Public Meetings and Workshops for Regional Advisory Committees; Authorizes certain regional advisory committees to conduct public meetings & workshops by means of communications media technology; provides that advisory committee member who participates in public meeting or workshop using such technology is deemed present; provides requirements for use of communications media technology; provides notice requirements for such meetings & workshops.
Marine Encroachment on Military Operations; Encourages sharing of information relating to community grants through specified federal programs to facilitate compatibility & resiliency of community planning & activities & mission of specified military installations & ranges.
Ratification of the Department of Environmental Protection's Rules Relating to Stormwater; Ratifies & revises specified rules relating to environmental resource permitting.
Dentistry; Deletes role of Board of Dentistry in administration of licensure examination for dentists & requirement for board to establish examination fee; revises requirements for licensure as dentist; deletes time limitation on validity of licensure examination results; deletes requirement applicants for licensure engage in full-time practice of dentistry inside geographic boundaries of this state for 1 year after licensure; revises continuing education requirements for dentists.
