Jacksonville Aviation Authority, Consolidated City of Jacksonville, Duval County; Provides that Jacksonville Aviation Authority is responsible for economic development of Cecil Airport as regional, state, & national aerospace & related-industry hub; requires annual presentation of economic development plan for Cecil Airport to council of City of Jacksonville for review; revises threshold amounts for certain purchases by authority.

Office of General Counsel of City of Jacksonville, Duval County; Authorizes Duval County School Board to employ general counsel, who shall be independent of office of general counsel of City of Jacksonville; provides that certain legal services continue to be provided through office of general counsel of city.

Statewide Project for Missing Persons with Special Needs; Revives, readopts, & amends provisions relating to missing persons with special needs statewide project; provides that project is created through centers for autism & related disabilities; provides that participants for project shall be selected based on certain criteria; provides appropriations. APPROPRIATION: $1,000,000

Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Internal Revenue Code ; Revises the definition of the term "Internal Revenue Code"; conforms provisions to changes made by the act; provides for retroactive application; requires the Department of Revenue to adopt rules; authorizes the department to adopt emergency rules.

Pub. Rec. and Pub. Meetings/Attorney Meetings to Discuss Private Property Rights Claims; Provides exemption from public meetings requirements for meetings or portions of meetings between agencies & their attorneys to discuss certain claims concerning private property rights; specifies what may be discussed during such meetings; requires that such meetings be transcribed; provides that such transcripts become public records at specified times; provides exemption from public records requirements for transcripts, recordings, minutes, & records generated during exempt meetings or portions of such meetings; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
