Public Accountancy; Authorizing the Board of Accountancy to competitively procure contracted services with certain corporations not for profit for the performance of certain duties assigned to the Division of Certified Public Accounting of the Department of Business and Professional Regulation; revising the education and work experience requirements for a certified public accountant license; directing the board to prescribe specified coursework for licensure; revising requirements for the approval of providers who administer continuing education on ethics for certified public accountants, etc.

Public Service Commission Rules; Revising the expiration date and scope of an exemption from certain provisions relating to statements of estimated regulatory costs for certain rules adopted by the Public Service Commission, etc.

Wind Energy Facility Siting; Prohibiting construction, operation, or expansion of wind energy facilities and offshore wind energy facilities in this state, etc.

Condominiums Within a Portion of a Building or Within a Multiple Parcel Building; Revising the definition of the term “condominium property”; authorizing the Director of the Division of Florida Condominiums, Timeshares, and Mobile Homes to accept certain assurances in lieu of a specified percentage of the sale price; providing that a condominium may be created within a portion of a building or within a multiple parcel building; requiring that a specified statement be included in a contract for the sale of a unit of the condominium, etc.

Condominium and Cooperative Associations; Revising the circumstances under which community association managers or management firms must comply with a specified provision; revising who must have milestone inspections performed for buildings; requiring architects or engineers performing milestone inspections to submit a specified progress report to a local enforcement agency within a specified timeframe under certain circumstances; revising requirements relating to budget meetings; specifying that certain disputes are not subject to nonbinding arbitration and must be submitted to presuit mediation; revising items that developers are required to deliver to an association upon relinquishing control of the association, etc. APPROPRIATION: $1,369,121
