Foreign Polluters; Urging Congress to support solutions that examine the pollution differential between United States production and that of other countries and that hold foreign polluters accountable for their pollution, etc.

Saltwater Intrusion Vulnerability Assessments; Authorizing the Department of Environmental Protection to provide coastal counties, beginning on a specified date, with Resilient Florida Grant Program grants to fund saltwater intrusion vulnerability assessments; requiring the department to update the comprehensive statewide flood vulnerability and sea level rise data set and make certain information received from the saltwater intrusion vulnerability assessments publicly available on its website; requiring the department to provide cost-share funding up to a specified amount for awarded grants, etc.

Executive Appointments; Requiring that the executive director of the Department of Law Enforcement be appointed subject to a majority vote of the Governor and Cabinet, with the Governor on the prevailing side; requiring the appointment of the secretary of the Department of Environmental Protection be subject to the concurrence of three members of the Cabinet or confirmation by the Senate; requiring the Governor to notify the Cabinet and the President of the Senate in writing of the method of confirmation; requiring that the executive director of the Department of Veterans’ Affairs be appointed subject to a majority vote of the Governor and Cabinet, with the Governor on the prevailing side, etc.

Statewide Flooding and Sea Level Rise Resilience; Establishing the Resilient Florida Grant Program within the Department of Environmental Protection; requiring the department to complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment by specified dates; requiring the department to develop an annual Statewide Flooding and Sea Level Rise Resilience Plan and submit the plan to the Governor and Legislature by a specified date; requiring the department to implement a scoring system for assessing projects eligible for inclusion in the plan, etc.

Infrastructure Solutions/Climate Resilience; Expressing the Legislature’s support for investment in 21st century resilient infrastructure solutions, projects, and policy proposals to support long-term climate resilience, which includes a reduction of pollution and the development of clean energy systems, clean transportation options, flood protections, and other improvements in neighborhood livability, etc.
