Prohibitions Against Discriminatory Practices relating to 340B Entities and 340B Drugs; Prohibits drug manufacturers from engaging in certain acts against acquisitions of 340B drugs by & delivery of such drugs to specified pharmacies & from interfering with pharmacies' rights to contract with 340B entities; prohibits health insurance issuers, PBMs & other third-party payors, & agents, from engaging in discriminatory acts relating to reimbursement to 340B entities for 340B drugs; prohibits health insurers & HMOs from engaging in discriminatory acts relating to reimbursement to 340B entities for 340B drugs; provides that each commission of certain acts constitutes violation of Florida Deceptive & Unfair Trade Practices Act & subjects violator to certain actions & penalties.

Managed Care Plans; Revises Medicaid managed care contract requirements to prohibit managed care plans from reviewing certain prior authorization claims for medical necessity; requires that managed care plans provide coverage for durable medical equipment & complex rehabilitation technology from qualified provider, from within provider network, of enrollee's choosing; requires AHCA to adopt certain rules.

Health Care Autonomy; Establishes fundamental right to reproductive health care; provides that every individual has fundamental right to make autonomous decisions about individual's own reproductive health; provides that individuals who become pregnant have fundamental right to make certain decisions in exercise of such right; prohibits state from denying or interfering with individual's right to access reproductive health care; prohibits state & local law enforcement agencies & officials from harassing or discriminating against individual for providing or obtaining reproductive health care or assisting another person in doing so; prohibits such state & local entities from penalizing, prosecuting, or otherwise taking adverse action against individual for exercising specified rights, or against individual for assisting another in exercising such rights; provides individuals with immunity from civil liability for exercising specified rights or aiding or assisting another in exercising such rights; provides that fertilized egg, embryo, or fetus does not have independent rights under laws of this state; prohibits local units of government from regulating individual's ability to exercise right to reproductive health care in manner more restrictive than that set forth in specified provisions.

Surrogacy and Assisted Reproduction; Provides & revises requirements for preplanned adoption agreements, surrogacy contracts, & informed consent; requires security background investigations of specified parties; requires donor banks, fertility clinics, & surrogacy agencies to be licensed or certified; requires certain entities & persons to develop best practice policies & submit such policies to specified entity; requires specified material be labeled & records maintained for specified timeframe; requires AHCA & DCF to conduct annual inspections; provides for administrative penalties & corrective action plans; requires certain parties undergo mental & medical evaluations; requires surrogacy agencies maintain escrow accounts & provides requirements for such accounts & escrow agents; requires DCF maintain list of certified surrogacy agencies; authorizes certain parties to petition court to validate surrogacy contract & for expedited affirmation of parental status; authorizes deletion of certain names from certain court documents; requires certain notice; provides requirements if court denies affirmation of parentage; requires AHCA, DOH, & DCF to adopt rules.

Medical Coverage Assistance Program for Working Individuals with Disabilities; Requires AHCA to implement & administer Medicaid buy-in program for specified working individuals with disabilities; provides requirements for program; requires agency to seek by specified date federal approval through Medicaid waiver or state plan amendment to implement program; requires agency to implement & administer program upon receiving federal approval.
