Instructional Personnel and School Administrator Salaries; Revises provisions relating to school district salary schedules & certain FEFP funding relating to instructional personnel salary increases & school district, charter school, & DOE responsibilities.

Rural Counties; Provides exemption from sales & use tax for industrial machinery & equipment used by wholesalers in fiscally constrained counties; prohibits state from purchasing certain land in fiscally constrained county; requires DEP to provide certain explanation to fiscally constrained county; increases amount of annual appropriation to Small County Road Assistance Program; authorizes specified amount from State Transportation Trust Fund to be used to fund Small County Outreach Program; requires AHCA to determine which providers in hospitals located in rural areas are essential Medicaid providers; creates Rural District Graduate Placement Incentive Pilot program within DOE; subject to legislative appropriation, requires DOE to provide certain bonus to school district or charter school located in fiscally constrained county; provides for program requirements & expiration; requires SBE to adopt rules. Funding for the Voluntary Prekindergarten Education Program; Revises calculation of base student allocation for VPK; requires Division of Early Learning to annually publish & provide to early learning coalitions specified information;& authorizes Legislature to provide additional funding for program.

Law Enforcement, Correctional, and Institutional Security Specialist Officers; Requires average salary of correctional officer, correctional probation officer, or institutional security specialist to be no less than certain percentage of average salaries of sworn law enforcement officers; requires DMS to submit annual compensation analysis report to Governor, President of Senate, & Speaker of House of Representatives; requires annual salary increase for sworn law enforcement officers, correctional officers, correctional probation officers, & institutional security specialists; provides that Governor may authorize certain correctional officers, correctional probation officers, & institutional security specialists to assist with law enforcement operations during declared state or federal emergency.

Mental Health Programs for Gun Violence Prevention; Requires IMPACT GVN of City of Gainesville, in collaboration with others, to develop & implement Gun Violence Prevention Pilot Program; provides eligibility & program requirements; provides alternatives to incarceration for specified youth; provides for referrals to specified programs; requires City of Gainesville, in collaboration with Alachua County, to annually submit specified report to IMPACT GVN of City of Gainesville by specified date; requires IMPACT GVN of City of Gainesville to report specified information to Governor & Legislature by specified date; provides for future repeal of pilot program.
