Professional Learning for Instructional and School Administrative Personnel

Changed the State Board's authority from 'may adopt rules' to 'shall develop a professional learning system' for all districts.

Added a mandatory requirement that the professional learning system must include at least one autism-specific professional learning opportunity.

Added new mandates for districts to review and approve professional learning systems every five years and to base them on student achievement and discipline data.

Removed the specific requirement that teachers teaching classes with 50% autism students must hold an Autism Spectrum Disorder Endorsement.

Changed the effective date from July 1, 2026, to March 1, 2024, for the establishment of the professional learning system review calendar.
