The requirement for the appointed judge to be a 'circuit' judge was removed, allowing any judge or senior judge serving on a court to be appointed.

The bill version was updated from Engrossed 1 to Engrossed 2, and the internal document identifier was changed from hb625 -03-e1 to hb625 -04-e2.

The requirement for a criminal defense attorney was changed from someone who 'contracted' with the commission to someone who is simply 'not employed by the government', broadening the pool of eligible candidates.

The appointment authority for the Florida Bar representative was changed from the 'Board of Governors' to the 'president of The Florida Bar Board of Governors'.

The appointment authority for the judicial representative was changed from the 'chair of the Conference of Circuit Judges' to the 'Chief Justice of the Supreme Court', and the role was updated from 'chief judge' to 'circuit judge, or senior judge'.

The requirement for a 'board certified criminal defense attorney with a Criminal Trial Law Certification' was removed and replaced with a requirement for 'one criminal defense attorney who is not a government employee and who has contracted with the commission to provide services pursuant to s. 27.40 within the 5 years preceding his or her appointment.'

Changed the number of state attorney members from two to three.

Changed the number of public defender members from one to two.

Added a new requirement for one board-certified criminal defense attorney member with Criminal Trial Law Certification.

Updated the appointing authority for the chief judge member from the Florida Conference of Circuit Judges to the Conference of Circuit Judges of Florida.
