Added requirements for partnership agreements between local educational agencies and apprenticeship programs, including equitable funding splits and prohibition of additional fees beyond agreed amounts.

Authorized Steering Committee meetings to be held using communications media technology (telephone or video conference).

Changed the annual report publication deadline from November 30 to September 1 of each year.

Changed the deadline for providing the funding model to the Legislature from no later than March 1 to no less than 2 months before the start of the regular legislative session.

Removed the new funding formula for registered apprenticeship and preapprenticeship programs that was in the original version.

Removed the new definitions section for terms like 'registered apprentice' and 'program' that were in the original version.
