Candidate Filing Fees; Authorizes candidate to pay filing fee by specified debit card; revises timeframe in which candidate shall pay filing fee if candidate’s check is returned by bank; authorizes certain candidates to challenge whether another candidate has complied with specified requirements; provides requirements for such challenge; requires certain signatures only if there is place for such signatures on receipt of payment by debit card.
