Supermajority Vote Required to Impose, Authorize, or Raise Local Taxes or Fees; Proposes amendment to constitution to prohibit municipality, county, school board, or special district from imposing, authorizing, or raising local tax or fee except by vote approved by two-thirds of membership of relevant jurisdiction, & requires any such proposed local tax or fee imposition or increase to be contained in separate resolution or ordinance.
