Threats; Decreases penalty for threatening to throw, project, place, or discharge any destructive device with intent to do bodily harm or with intent to do damage to any property of any person; requires written or electronic threat to conduct mass shooting or act of terrorism to be sufficient to cause well-founded fear in reasonable person; revises penalties.
