It requires contractors to provide written notice of payment delinquency (15 days), wait 15 days, and then give 10 days' notice of intent to stop work before halting work. Owners must pay for completed, undisputed work on time and explain withheld payments for deficient items within 14 days (or pay the full amount if they fail to comply). Additionally, owners must notify contractors of invoice errors within 7 business days, detailing specific deficiencies.
