PR 25-0976 District of Columbia · 25th Council Period (2023-2024)

Medical Cannabis Clarification and Non-Resident Patient Access Congressional Review Emergency Declaration Resolution of 2024

This resolution declares an emergency to keep certain temporary medical cannabis rules in effect while waiting for a permanent law to be finalized. It allows the Alcoholic Beverage and Cannabis Board to issue short-term registration cards for non-resident patients and lets testing labs process samples from qualifying patients. The bill also clarifies how social equity applicants are defined, expands family member eligibility for these programs, and ensures that some existing licensed businesses are not counted against a set-aside requirement for new licenses. Additionally, it permits the board to issue conditional licenses to testing labs and waive their application fees.
