PR 25-0884 District of Columbia · 25th Council Period (2023-2024)

Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Declaration Resolution of 2024

This resolution amends the District of Columbia's medical cannabis laws to address urgent regulatory gaps affecting unlicensed businesses and licensed applicants. It extends the initial one-year conditional license for manufacturers and cultivation centers to two years, giving them more time to secure permitted locations under new zoning rules. Additionally, the bill clarifies that the Alcoholic Beverage and Cannabis Administration has the authority to conduct both announced and unannounced inspections of unlicensed establishments and to summarily close them or seize contraband when public safety is at risk. The measure also ensures that public comment periods apply to all applications for registering unlicensed establishments. Because these changes are deemed necessary to protect public health, the resolution allows the associated act to be adopted after a single reading and takes effect immediately.
