This bill requires adult bicyclists riding on public streets in Washington, D.C., to carry liability insurance with coverage levels matching those required for cars. The law mandates that riders keep proof of this insurance, which can be shown physically or digitally, and allows police to request it during traffic stops or accident investigations. Penalties for non-compliance include fines of up to $100 for a first offense and up to $500 for repeat offenses, with a potential six-month ban on using public roads after a third violation. Minors, riders on private property or exclusive bike paths, and participants in organized events with their own coverage are exempt from these requirements.
