B 25-0971 District of Columbia · 25th Council Period (2023-2024)

Medical Cannabis Clarification and Non-Resident Patient Access Congressional Review Emergency Amendment Act of 2024

This bill amends the District of Columbia's medical cannabis laws to clarify licensing rules and expand access for non-resident patients. It allows the Alcoholic Beverage and Cannabis Board to issue temporary identification cards to out-of-state patients valid for between three days and one year, and it enables licensed testing laboratories to test products from both patients and businesses for quality assurance or research. The legislation also broadens social equity eligibility to include family members such as siblings and grandparents with prior cannabis-related arrests or convictions, while providing automatic manufacturer licenses to certain high-scoring cultivation center applicants. Additionally, the act waives initial application fees for testing laboratories and clarifies how existing licensed entities are counted toward state-set-aside requirements.
