Hygiene and Laundry Access Pilot Program Act of 2024

The Hygiene and Laundry Access Pilot Program Act of 2024 directs the District Department of Public Works to create a grant program for organizations to establish and manage public shower and laundry facilities. This initiative aims to address the needs of unhoused residents by ensuring access to hygiene services across all four quadrants of the District, with at least one location situated east of the Anacostia River. Selected organizations must provide ADA-compliant facilities with running water, necessary supplies like soap and towels, secure storage for belongings, and staffed operations available for at least twelve days per month. The bill also requires these facilities to operate during evening hours and mandates that providers collect and report data on usage, cleanliness, and any incidents of misuse.
