Pilot Truancy Reduction Congressional Review Emergency Amendment Act of 2024
This bill directs the District of Columbia Mayor to launch a nine-month pilot program aimed at reducing truancy in five secondary schools that had high absence rates in the 2023-2024 school year. Under the plan, students aged 14 to 17 with 15 unexcused absences will be referred to the Department of Human Services for support, while participating schools are temporarily exempt from standard truancy penalties for these minors. The Department of Human Services must submit reports by March and August 2025 detailing the services provided, common reasons for absenteeism, and a comparison of student attendance, grades, and arrest records before and after the intervention. This emergency measure is designed to test whether connecting at-risk students with social services improves their academic and behavioral outcomes.
