Short-Term Disability Insurance Benefit Protection Clarification Congressional Review Emergency Amendment Act of 2024

This bill clarifies and strengthens protections for workers in the District of Columbia by preventing private disability insurance companies from lowering their short-term disability payouts if those workers also receive paid leave benefits from the district's Universal Paid Leave program. The law explicitly prohibits insurers from offsetting or reducing disability benefits based on either actual or estimated paid leave amounts, regardless of where the insurance policy was originally issued or written. By updating two existing insurance laws, the measure ensures that these protections apply to both standard insurance policies and those managed directly by employers. The changes are set to take effect on July 10, 2024, and are designed to remain in force for no longer than 90 days as an emergency amendment.
