B 25-0902 District of Columbia · 25th Council Period (2023-2024)

Medical Cannabis Clarification and Non-Resident Patient Access Emergency Amendment Act of 2024

This bill amends the District of Columbia's medical cannabis laws to expand access and clarify rules for licensed operators. It allows the Alcoholic Beverage and Cannabis Board to issue temporary identification cards to non-resident patients for periods ranging from three days to one year. The legislation also broadens social equity eligibility by including siblings and grandparents with cannabis-related arrests or convictions and permits testing laboratories to accept samples from patients and licensed facilities for quality assurance. Additionally, it clarifies how certain high-scoring applicants from a past application period are counted toward licensing requirements and waives initial application fees for testing laboratories.
